Safer Passing Bill - from Yay Bikes!

Senator Fedor will be presenting sponsor testimony on the Safer Passing Law (When a motor vehicle overtakes a bicycle, the safe passing distance shall be not less than three feet) this Wednesday, Dec 9 at 10AM to the Senate Highway and Transportation Committee. Here is the bill as proposed:
